Search Ross County Released Inmates

Ross County released inmates may leave the county jail for the community, move into state custody, or remain subject to supervision. A Ross County released inmate search must follow the agency that held the person and the legal event that ended that custody. Search for Ross County released inmates through jail records, court entries, Ohio corrections records, and release notifications. Ross County released inmates usually disappear from a live jail roster, so an absent name is only a lead. The release record and the correct follow-up system provide stronger proof.

Ross County Released Inmate Records

Ross County has three distinct adult custody paths. The Ross County Jail holds local detainees and people serving local sentences. Chillicothe Correctional Institution and Ross Correctional Institution are state prisons run by the Ohio Department of Rehabilitation and Correction, or ODRC. A name leaving one system does not create the same result in another. At the jail, a person may leave on bond, recognizance, dismissal, time served, sentence completion, or a court order. The person may instead transfer to ODRC, another jail, federal custody, or immigration custody.

A release record answers when a custody episode ended, who authorized it, and what disposition the agency recorded. It does not always mean freedom from all custody. A transfer ends Ross County custody but begins another agency's custody. Parole is conditional release from an eligible prison sentence. Probation or community control is court supervision and may follow a local court order. A discharge marks the end of a term or supervision reflected by the responsible agency.

Bond
Money, property, or another approved assurance tied to future court appearances.
Time served
A sentence satisfied by time already spent in custody.
Detainer
A request or hold that may route a person to another custodian.
Discharge
The recorded end of custody, supervision, or another agency-controlled term.

Ross County Release Types Compared

The legal basis controls what should be checked next. A bond or own-recognizance release ends detention while the case continues. A dismissal may end the charged case, while time served or sentence expiration completes the custodial part of a sentence. Judicial release is an Ohio court-authorized prison exit that generally places the person under community control. Parole and post-release control involve state supervision. Death can also appear under a broad ODRC released filter and must never be described as a return to the community.

Ross County event Meaning Best next record
Bond or recognizance Local detention ends while the case remains open Court bond entry plus jail release sheet
Time served or sentence end Custodial portion is complete Sentencing entry and jail release sheet
ODRC transfer County custody ends, but confinement continues ODRC offender detail
Parole or judicial release State prison custody ends under supervision or court control ODRC status and court entry
Detainer pickup Another agency assumes custody Jail disposition and receiving-agency search

Note: A court order supplies legal authority, but the jail release sheet is stronger proof of the actual custody exit.

What Ross County Release Records Show

Request the existing booking and release record, jail card, or equivalent for the identified booking episode. Use the person's full name, date of birth or booking number if known, and an approximate date range. Describe the information sought because the sheriff may use different field names. Asking for an existing record avoids asking the office to research the case or create a new report.

Requested field What it can establish
Booking date and time The start of the specific county custody episode
Release date and time The recorded end of Ross County Jail custody
Release code or disposition Bond, sentence end, dismissal, transfer, or another maintained reason
Releasing authority The court or agency tied to the exit
Bond The recorded bond basis or amount, when maintained
Destination or receiving agency Whether the person moved to another custodian, when maintained
Booking photograph The image associated with that booking episode, subject to applicable limits

Field availability and redactions must be confirmed with the sheriff. The live roster does not advertise these release fields. It is expressly a current-custody product. Its update label cannot be converted into a release time, and the first refresh without a name does not prove the person's destination.

Request Ross County Release Records

The Ross County Sheriff's Office contact page identifies jail and Civil/Records contacts. Direct a narrow request to the sheriff at 28 North Paint Street, Chillicothe, OH 45601. The business line is 740-773-1186, and the jail line is 740-773-1187. Ohio law covers existing records, not a custom analysis of what happened.

  1. Identify the person and booking episode with a full name, date of birth or booking number, and date range.
  2. Ask for the existing booking/release record, jail card, or equivalent and list the desired fields.
  3. Request the associated booking photograph separately if needed, and state whether an electronic copy is acceptable.
  4. Ask the office to cite the legal basis for any denial or redaction and to release nonexempt portions.
  5. For a disputed or missing field, identify the exact field and preserve the agency response.

Ohio Revised Code 149.43 requires prompt inspection during regular business hours and copies at cost within a reasonable time. It sets no single statewide number of days. A requester generally need not identify themselves or state a purpose. Delivery and actual-copy costs may be prepaid. The sheriff publishes a retention schedule, but no reliable numerical retention period for a Ross County jail-release record was established. Ask which schedule applies.

Ross County Release Record Limits

Public access has boundaries. Ohio law can protect confidential law-enforcement material, victim details, medical information, juvenile records, and sealed material. The public-record definition also excludes broad categories of probation, parole, community-control, post-release-control sanction, and release-determination proceedings. A public sentencing entry and ODRC's public status fields are different from a complete supervision file.

Ohio Revised Code 2953.32 governs sealing and expungement. Eligibility depends on the offense, final discharge, time elapsed, and statutory exclusions. An online non-result may reflect sealing, age, indexing, or delay. It does not prove that no record or release ever existed. Use the clerk for a verified entry and the record custodian for the retained release record.

Important: Online visibility, refresh timing, and records retention are different clocks. One cannot be inferred from another.

Find Ross County Released Inmates

Begin with the last known facility. The official Ross County current-custody roster is only a checkpoint. If a name is present, the person is currently listed. If it is absent, preserve known booking details and continue. Ross County publishes no official recent-release archive. The Ross County 24-Hour Release List explains how to construct a focused same-day inquiry without simulating a feed.

  1. Identify whether the last facility was the county jail, CCI, RCI, federal custody, or ICE.
  2. Check the Ross roster and note its displayed update time, but treat absence only as a lead.
  3. Search Municipal Court or Common Pleas for the bond, dismissal, sentence, or transfer authority.
  4. Call the jail and request the written release record for the exact time and disposition.
  5. Search ODRC only if prison, judicial release, or Adult Parole Authority involvement is possible.
  6. Use VINE prospectively, then use BOP, ICE, or USMS only when that custody class fits.

Older releases call for a different order. Start with court dockets and records requests. Then use ODRC or BOP when the case involved those agencies. A live roster and a notification system are weak historical archives. Common Pleas computerized records begin in November 1989, which makes a clerk request important for an older case.

Ross County ODRC Release Search

The ODRC Offender Search covers people in Ohio prisons, under department supervision, or judicially released. It is not the main source for an ordinary Ross County Jail release. Search by offender number when known. An ODRC number uses an A, R, or W prefix and six digits. A name search can start with fewer fields, then identity can be checked with date of birth, docket, offense, and committing county.

ODRC field How to use it
Last and first name Begin broad, then confirm the matching detail
County of Committment Sentencing county, using the portal's displayed spelling
Status All, Incarcerated, Released, APA Supervision, or Violators at Large
Offender Number Best way to distinguish similar names
Residential County and ZIP Most useful for APA or violator searches
Hearing date A monthly YYYYMM parole-hearing query

Read exact labels. INCARCERATED means state confinement continues. APA SUPERVISION means release from prison under departmental supervision. RELEASED - Judicial Release has a court-authorized basis. Violator At Large means a person released to APA supervision was later declared an absconder. A future Expected Release Date/Parole Eligibility Date is not proof of completed release.

The official ODRC search screen shows the fields used for a Ross County state-prison or supervision search.

The screen supports facility-first verification because county-jail exits and state-prison releases belong to different record systems.

Two Ross County Release Courts

Ross County release verification often requires two court searches. Chillicothe Municipal Court covers misdemeanors, traffic cases, and preliminary felony stages. Its official warning says posting may lag by at least 24 hours and perhaps longer. Common Pleas eAccess carries indicted felony disposition, sentencing, jail-time credit, judicial release, and termination entries. A felony can start in Municipal Court and continue in Common Pleas.

The court record explains the legal authority, not necessarily the gate time. A bond can be set but not posted. A release order can exist while another hold delays the exit. When exact physical release matters, pair the journal entry with the sheriff's release sheet. For an older or verified Common Pleas record, contact the Legal Division at 2 North Paint Street, Suite B, Chillicothe, OH 45601, 740-702-3010, during weekday business hours.

The official Common Pleas portal illustrates the local felony record route.

Its record should be matched to the jail record rather than treated as a substitute for the release timestamp.

Ross County After-Hours Bond Release

The Ross County Clerk bond information gives a precise local path. Bonds may be posted with the Clerk from 8 a.m. to 4 p.m. Monday through Friday. After hours, the person posting bond should call the jail at 740-773-1187. Property bonds are handled only during regular business hours. Ross recognizes own-recognizance, cash, ten-percent, property, and commercial surety routes.

A court bond entry shows the authority and terms. It does not prove the person passed through the jail exit at a specific time. Bond may remain unposted, or another hold may delay release after posting. Confirm the completed Ross County release with the jail. The official bond page shows the business-hours and after-hours routes.

Ross County bond information for a released inmate

This distinction keeps a court authorization separate from physical release processing.

Ross County Release Property Return

The Ross County Jail handbook documents the property handoff. Inventoried personal property and clothing are returned with a signature. A remaining commissary balance is placed on a preloaded card. These steps help explain what a person should receive at a community exit from the jail.

Prison transport is different. Before a transfer to ODRC, a named person should collect property that will not travel with the inmate. Unclaimed items are held no more than 48 hours before destruction. That short period makes prompt contact important. It also illustrates why disappearance from the Ross roster must not be called community release until the destination is checked.

Note: Property instructions document jail procedure, but they do not replace the release record or prove where a person went.

Ross County Release Processing Fees

The jail handbook states a $5 processing-in charge and a $5 processing-out charge under ORC 311.17(B)(1)(a). These are jail processing charges. They are not the same as a Clerk bond fee, money or property deposited to secure an appearance, or the price of a public-record copy.

Keeping the charges separate prevents a common records error. A release sheet may reflect one part of the jail transaction, while the court file reflects bond and the clerk applies its own copy prices. The Ross County Clerk lists five cents for ordinary court copies and two dollars for certified copies. Those prices do not establish the sheriff's price for a booking photo or release sheet.

Getting Home After Ross County Release

Chillicothe Connect is the city's on-demand, point-to-point transit service. City materials say current Chillicothe Transit System services are fare-free. The stated schedule is 6 a.m. to 9 p.m. Monday through Friday and 10 a.m. to 6 p.m. Saturday. Reservations use Ride Pingo or 740-773-1569 and remain subject to availability.

The jail is within Chillicothe, so service eligibility is a reasonable geographic inference. The transit source does not name the jail and does not guarantee a pickup there. Confirm a safe pickup point directly with transit and the released person. A ride plan should also account for an uncertain exit time because Ross County publishes no service-level promise for release processing.

Ross County Release Reentry Contacts

The sheriff's divisions page identifies Ross County Community Corrections, while the sheriff contact page lists a Re-Entry Center at 740-702-1200. These are local navigation points for a released person or family seeking the correct office. Staff titles do not establish eligibility, supervision status, or a promised service.

State-prison supervision is handled through the Adult Parole Authority. County community control remains tied to the sentencing court. Verify APA status in ODRC and verify court supervision through public journal entries. Details about the distinction and the official lookup route appear on the Ross County parole and probation page in the navigation.

Ross County Federal Release Checks

Federal and immigration paths apply only when the case facts point there. The BOP Inmate Locator covers federal inmates from 1982 forward. A result marked Released or Not in BOP Custody establishes the end of BOP custody shown by that database, not freedom from every agency or federal supervision. A USMS pretrial episode may require the federal docket or a USMS records request because there is no equivalent public USMS release locator.

The ICE Online Detainee Locator includes people currently detained or released from ICE custody during the prior 60 days. This is a real release window, but only for ICE custody. A Ross County detainer transfer means county custody ended and ICE custody may have begun. Verify the sheriff disposition and ICE result before describing a community release.

Ross County Release Facility Context

Physical proximity does not unify the records. CCI and RCI sit in Ross County, yet their people are in the statewide ODRC system. The county jail uses the sheriff roster and county records. An official staged cell-alteration project began from a November 2024 Ross County Jail bid manual. The project is a facility-history fact, not evidence that jail operations stopped or that any person was released.

RCI's oversight history describes a close-security male institution that opened in 1987 on a large Chillicothe site. A person leaving RCI for another prison is transferred, not released. ODRC status, release detail, supervision start, and Central Records provide the sound state path.

Ross County Release Facilities

Choose the facility before choosing the record source. The four facilities have different roles and access limits.

A Ross County Jail release to the community, an ODRC prison discharge, and an interagency transfer are separate events. Match names, dates of birth, identifiers, and case numbers before drawing a conclusion.
